Dr. Inderjit Singh Ludher

24th April 2010

It is my pleasure to greet all of you when you access this Web Page.

Our Specialty is Primary Health Care. Primary health care is a people-centred approach to health that makes prevention as important as cure. As part of this preventive approach, it tackles the root causes of ill health, also in non-health sectors, thus offering an upstream attack on threats to health.

A primary health care approach is the most efficient, fair, and cost-effective way to organize a health system. It can prevent much of the disease burden, and it can also prevent people with minor complaints from flooding the emergency wards of hospitals. Decades of experience tell us that primary health care produces better outcomes, at lower costs, and with higher user satisfaction.

When people are asked to name the top problems that they and their families face, financial worries usually head the list, closely followed by health.

The Academy of Family Physicians participated in The 10th Malaysia Health Plan National Conference to look in depth into the 1 Care for 1 Malaysia “National Health Plan which is a “structured national health system that is responsive, provides choice of quality health care and ensures universal coverage for health care needs of our population based on solidarity and equity."
I would like to share with you the three (3) Key Result Areas (KRA) of the Health Sector for the 10th Malaysia Planfor you to prepare for the future .

1. Health Sector Transformation towards a more efficient and effective health system in ensuring universal access to healthcare,

Transforming the healthcare delivery system in phases by integrating Public-Private health services , beginning with Primary Care services , driven by a unified healthcare financing system

· Making the Primary Care services the thrust of the healthcare system by providing effective

  care co-ordination and gate keeping.

· Transforming the healthcare delivery system to be accessible to all with higher quality of care

· Strengthening of Primary, secondary and tertiary care services by enhancing networking,

referral systems and integration of the public and private facilities.

2. Health Awareness and Healthy Lifestyle, :

· To increase access to health knowledge through the conduct of a Healthy Lifestyle Campaign

using social marketing strategy , with a focus on healthy eating , physical activity, anti-smoking

education and mental health advice .

· To motivate Individuals, Family and Community to acquire knowledge and skill through the

establishment of interactive Healthy Lifestyle initiatives at strategic locations.

· To increase opportunities to participate and practice healthy lifestyle in various settings using

structured intervention programmes with a supportive environment.

· To strengthen the implementation, monitoring and evaluation of healthy lifestyle programmes

and activities through advocacy, intersectoral collaboration and establishment of a

   BehaviorSurveillance System.

3. Empowering Individuals , Families and Community to be Responsible for their own Health,

· To increase health literacy by providing health information and facilitate adoption of good health

practices through creative and innovative interventions.

· To build capacity among individuals, families and community to enable them to make healthier

choices through creating a supportive environment.

·  To mobilize civil societies to participate in high impact community –based health activities

   towards enhancing social change.

· To emphasize and enhance the role of the Primary Healthcare Providers in empoweringindividuals, families and community.

To be able to participate in the 10th MP , three areas of effort on your part are essential

  • Obtain a recognized post-graduate qualification in FM . The Diploma in Family Medicine offered by your Academy will fulfill this need.
  • Have your General Practice accreditated by a recognized Quality Assurance Program . The QIP (Quality in Practice ) program offered by the Academy will assist you in acquiring this vital accreditation .
  • Have a proper system of maintaining Electronic Medical Records which will be part of your Electronic Health Records which are essential for both the above. A good system to consider is PrimaCare , a locally developed software built on a Open Access framework which can support a number of Modules which impact on all parts and needs of your Practice .
I wish you all well in improving your services to your patients. Solo practice is becoming more and more difficult and expensive. It might be worthwhile looking at forming well managed and attractive Group practices with your friends which can offer 24 hour access , work in shifts , afford more equipment , have a properly run Pharmacy and offer ancillary services as Physiotherapy, Counseling and Dietary /Nutritional and non medical complementary support to those in need .
